Section 8 Housing Choice Voucher Program
The Andover Housing Authority (AHA) administers 131 Section 8 Vouchers. The Housing Choice Voucher program, also known as Section 8, provides assistance to eligible low- and moderate-income families to rent housing in the private market. Eligibility for this program is based on a family's gross annual income and family size.
Program participants are free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects. Section 8 housing choice voucher program participants may move at the end of their lease term to other locations within the jurisdiction of the Andover Housing Authority or anywhere in the United States where there is an agency operating a housing choice voucher program. In the housing choice voucher program, eligible families generally are required to pay 30 % of their adjusted income towards gross rent (owner rent and the amount of the AHA Utility Allowance for tenant-paid utilities that are not included in the rent to the owner). AHA pays the difference between the amount of the required tenant payment and the gross rent.

What is HOTMA?
The Housing Opportunities through Modernization Act (HOTMA) was signed into law by President Obama on July 29, 2016. HOTMA makes numerous amendments to Sections 3, 8, and 16 of the United States Housing Act of 1937(1937 Act), including significant changes to income calculation, net family assets, and income reviews. HUD finalized HOTMA rulemaking in 2023 to put Sections 102, 103, and 104 into effect through revisions to HUD’s regulations found in 24 CFR Part 5 and 24 CFR Part 891. Though Public Housing Authorities have been advised that HOTMA will take effect January 1, 2025, a delay in implementation is possible.
